As you might expect from very high damage weapons late in the game, the critical damage does not seem to do what you’d expect. Although it’s pretty OK at first, this diminishing value certainly affects my opinion on investing three points into this perk.
Hack and Slash (3 Ranks, adding more bleeding damage to War Axes)

In terms of reliability, this may be better for Bladesman. War Axes are already good weapons; this just makes them more powerful. The health of your opponent bleeds away after you hit them. Switching to another target while the first bleeds to death compensates for one more hit in combat.
Bone Breaker (3 Ranks, ignoring 25% armor each for Maces)

However, it is only effective against armored enemies. It is useless against casters and the like (or will do nothing at all). In contrast, most other enemies have armor, so this will raise your DPS more than the other perks here. In a long fight, maces also stagger the most but will require you to have the stamina to perform repeated power attacks.
Dual Savagery
(level 70 One-Handed Weapon Skill required)
Dual-Weld power attacks are now more extensive and more powerful. Your Dragonborn’s damage will be significantly increased if they have the stamina to keep swinging.
Fighting Stance
(level 20 One-Handed Weapon Skill required)
Power attacks now require 25% less stamina. More stamina means you can fight longer.
Critical Charge
(level 50 One-Handed Weapon Skill required)
Charge at your opponent while holding the attack button (practice your timing). You can close the distance by smashing your way into melee combat.
Paralyzing Strike
(level 100 One-Handed Weapon Skill required)
Tap backward and hold the attack button to deal with a backward power attack with a 25% chance of instantaneously paralyzing the opponent for many seconds (valuable when the attacker is advancing on you). It’s pretty powerful when you can pull it off, which may take some practice to get the timing right.
Savage Strike
(level 50 One-Handed Weapon Skill required)
Stand-alone attacks (the typical kind) deal 25% bonus damage and are capable of decapitating an enemy. Decapitation-killing blow animations can unlock this way for humanoids.
